TORONTO, ON – APCO Industries Co. Ltd., a manufacturer and distributor of oils, greases, rust preventatives and lubricants, was fined $100,000 for a violation of the Occupational Health and Safety Act after a worker was killed.
On January 28, 2011, workers were repairing a leak in the roof of a storage warehouse at the company’s Toronto workplace. The warehouse roof had six plastic dome covered skylights. A worker walking backwards tripped on the flashing of a skylight and fell through it about 5.5 metres (18 feet) to the concrete floor below. The worker’s injuries were fatal.
A Ministry of Labour investigation found that there were no guardrails around the skylights while the workers were on the roof, nor did the skylights themselves constitute a protective covering over the opening in the roof. At no time during the repairs were the workers wearing or using any form of fall protection.
APCO pleaded guilty for failing as an employer to ensure that a guardrail or protective covering was used to prevent workers from falling through the skylights.
The fine was imposed by Justice of the Peace John R. Cottrell. In addition to the fine, the court imposed a 25-per-cent victim fine surcharge as required by the Provincial Offences Act. The surcharge is credited to a special provincial government fund to assist victims of crime.

New Ontario Government Committed to Building Clean, Reliable Energy System
The new Ontario government is now harnessing more clean, renewable electricity from Niagara Falls through the completed Niagara Tunnel Project.
The new tunnel, which is more than 10 kilometers in length, is channelling additional water from the Niagara River to flow to the Sir Adam Beck Generating Station at a rate of 500 cubic metres per second. This will supply Ontario with enough electricity to power the homes and businesses of a city the size of Barrie.
The largest hydroelectric project to come into service in Ontario for the past 50 years, the Niagara Tunnel Project is a significant provincial achievement, employing 580 people during the peak of construction.
Building a clean, reliable energy system is part of the new Ontario government’s plan to ensure we have the electricity we need to power the province’s homes, schools, hospitals and economy. |
QUICK FACTS
- When under construction, the Niagara Tunnel Project was the largest renewable energy project of its type anywhere in the world.
- The Niagara Tunnel is as high as a four-storey building, and will propel water at a rate of 500 cubic metres per second, fast enough to fill an Olympic-sized swimming pool in a matter of seconds.
- About 500,000 cubic metres of concrete was used to line the tunnel – enough to build a sidewalk from Windsor to Quebec City.
- The tunnel liner wall is 60 centimetres thick and made of cast-in-place concrete.
- Since 2003, more than 360 megawatts of new, upgraded and refurbished waterpower projects have come online in Ontario, enough to power an estimated 240,000 households.

Ontario Government Moves Forward with Plan to Ensure a Level Playing Field for All Young People
The new Ontario government has created the first-ever Premier’s Council on Youth Opportunities.The advisory council will engage with youth, young professionals and community partners to ensure that young people across the province have the tools they need to help them succeed.
Twenty-five young people from a variety of cultures, communities and backgrounds will be part of the council. They will give advice on how to improve the delivery and design of government programs and services for youth, report on specific challenges and share ideas on how to best support youth.
The government committed to creating a permanent Premier’s Council on Youth Opportunities in the Speech from the Throne.
The initiative is part of the government’s plan to ensure young people get the right training, and can enjoy safe communities and exciting job opportunities. The council builds on Ontario’s Youth Action Plan. |

The new Ontario government is helping students and young people find summer jobs.
Through Ontario’s Summer Jobs Strategy, the government helps students find summer jobs or launch their own summer business. In addition, employers are offered a $2-per-hour hiring incentiveto hire summer students.
Job opportunities are now available through Ontario.ca/summerjobs, where students can:
- Search for a job through Employment Ontario partners
- Strengthen their marketing and resumé writing skills
- Apply for funding to start their own Summer Company
- Apply for a job with the Ontario government

Ontario Government Honouring Volunteers in Ceremonies Across the Province
The new Ontario government is celebrating the commitment and outstanding contributions of the more than 10,000 volunteers at 52 Volunteer Service Award ceremonies across the province.
The Ontario Volunteer Service Awards recognize people of all ages for continuous service to an organization. Certificates and trillium pins will be awarded for 5, 10, 15, 20, 25, 30, 40, 50 and 60 or more years of service. Youth will also be recognized for two or more years of volunteer service.
The first ceremony will kick off in Stratford on March 20, where 119 volunteers will be recognized. The final ceremony will be held in Toronto on June 27.
Recognizing the good work volunteers contribute to the province supports the new Ontario government’s efforts to build strong communities and a fair society. |

Ontario Government Fostering More Financing Opportunities to Support Innovation, Grow Economy and Create Jobs
The Ontario government is moving forward with its plan to create a new venture capital fund that will help innovative startups and other emerging companies get the financing they need to build competitive businesses and create tomorrow’s jobs.
The Ontario government will contribute up to $50 million to the new fund, as committed in the Speech from the Throne. In time, Ontario’s new venture capital fund could reach $300 million with the participation of private investors. The fund is part of the government’s plan to foster the right climate to attract investment, support innovation, create jobs and grow Ontario’s economy.
The new fund would build on the province’s successful Ontario Venture Capital Fund, which invests in Ontario-focused funds that support growing companies. This fund was created in 2008 and has leveraged $750 million in private capital.
Ontario is working with the federal government and institutional and corporate investors to move this new fund forward. |

New Ontario Government Offers Energy Saving Tips to Help Cut Costs
On Saturday, March 23, Ontario will join the world in marking Earth Hour by turning off the lights between 8:30 and 9:30 p.m.
Earth Hour is a global event dedicated to raising awareness about conserving energy and fighting climate change. Everyone can make a difference by taking steps to conserve energy after Earth Hour when the lights go back on.
Making simple choices about energy use can reduce monthly electricity costs and help the environment.
Five tips to help manage energy use:
- Seize the daylight: In the winter, keep curtains open during the day to draw in sunlight. Solar energy can help naturally warm your home.
- Drafts be gone: Install weatherstripping and caulking around windows, doors and dryer vents, and insulate your home properly including plates on outlets to help save up to 25 per cent a year on heating and cooling costs.
- Get with the program: When properly set, a programmable thermostat can reduce heating and cooling costs by up to 10 per cent. In the winter, set your thermostat to 20°C when you’re home and 18°C when sleeping or away.
- Heat efficiently: Have a qualified technician service your furnace on a regular basis to ensure it is working at maximum efficiency. Clean or change the filter regularly – a dirty filter reduces airflow and makes the furnace work harder to circulate the air.
- Off-peak pays: Take advantage of lower energy prices during off-peak hours. Off-peak hours are 7 p.m. to 7 a.m. on weeknights and all day on weekends and statutory holidays.
Building a clean energy system and a culture of conservation is part of the new Ontario government’s plan to create and support jobs for the people of Ontario, while ensuring we have the electricity we need to power our homes, schools, hospitals and businesses. |

- This year marks the fifth year the Ontario government is participating in Earth Hour. Approximately 70 government-owned buildings will be turning off the lights.
- According to the World Wildlife Fund, 152 different countries and more than 6,950 cities participated in Earth Hour in 2012, including 39 per cent of Canadians – 13 million people across 511 cities.
- Through conservation, Ontario homeowners, businesses and industry have saved more than 1,900 megawatts of peak demand electricity since 2005 – the equivalent of more than 600,000 homes being taken off the grid.
- Ontario’s elimination of coal-fired electricity generation is the single largest greenhouse gas reduction measure being undertaken in North America. The province will have shut down 17 of 19 coal units by the end of 2013. By the end of 2014, Ontario will be one of the first places in the world to eliminate coal as a source of electricity production.

New Ontario Government Committed to Road Safety
The new Ontario government is taking action to help municipalities collect unpaid traffic fines from drivers who do not follow the rules of the road.
Legislation to be introduced later this week would, if passed, deny licence plates to drivers who have unpaid fines for offences such as speeding, improper lane changes, illegal turns, driving with no insurance and careless driving.
The legislation would also make it easier for municipalities to charge out-of-province drivers who run red lights and fail to stop for school buses.
Supporting municipalities and keeping families safe on the roads is part of the new Ontario government’s plan to boost the economy and strengthen communities. |

Ontario Premier Kathleen Wynne released the following statement today:
“The Ontario Lottery and Gaming Corporation (OLG) is in the midst of exploring additional opportunities for casinos in Ontario. Some news stories today are suggesting that Toronto is going to get a special deal with regard to hosting fees.
In light of these stories, I would like to reiterate the new Ontario government’s expectations as to what will happen with casino expansion.
First off, there will be no special deal for Toronto in connection with any proposed casino development. The approach OLG is taking in Toronto with regard to hosting fees will be the same as the approach being used in other parts of Ontario. The hosting fee for Toronto would reflect the size and scale that global gaming companies have confirmed is possible in the city. If the same capital investment and job potential are possible elsewhere, the same hosting fees would be generated.
While a lot of attention has been focused on Toronto, OLG is intent on expanding casino opportunities to a number of regions in Ontario. The underserved markets of North Bay, Kenora, Collingwood-Wasaga Beach and Belleville-Quinte are currently being considered for development.
My government will ensure that all regions of the province will benefit from OLG modernization.” |

Producers Have Until June 14 to Submit Forms to Agricorp
The governments of Canada and Ontario are working to ensure that the province’s livestock producers who faced feed shortages after last summer’s drought conditions have the time they need to purchase and ship hay for their animals.
Today, the provincial and federal governments announced that the deadline to transport forage under the Canada Ontario Forage Livestock Transportation Assistance Initiative has been extended by 11 weeks. Farmers will now have until June 1, 2013, to transport forage, and then until June 14, 2013, to submit their forms to Agricorp.
The initiative was announced on Dec.14, 2012, making almost $2.4 million available to help affected livestock producers in designated drought areas of eastern and southwest Ontario purchase feed for their breeding herds over winter.
Livestock producers are eligible for:
- Up to $0.14 per tonne, per kilometre to assist with the transportation of forage, or
- Up to $0.075 per kilometre, per animal, to move animals to available feed

- This initiative is part of the AgriRecovery Framework, which allows governments to respond to unforeseen disasters that result in extraordinary recovery costs for producers.
- This is one of many existing government programs, including AgriInsurance, AgriStability andAgriInvest, which are designed to help producers deal with income and production losses.
- The federal government is also providing tax deferrals to eligible producers in designated drought areas on the sale of their breeding livestock.
- In 2012, total government support to the livestock sector through existing business risk management programs is estimated to be $147 million, including $106 million from the Ontario-funded Risk Management Program, $20 million from AgriStability, $16 million from AgriInvest, and $5.35 million through the Production Insurance Forage Rainfall Plan.

Keep an eye on your valuables
Recently, there has been a noticeable increase of thefts in a number of retail businesses in the division.
These thefts involve the removal of purses or wallets from purses left in shopping carts while the shopper is distracted looking at items or at the checkout.
Please remember to be aware of your surroundings and those around you at all times. Know where your valuables are and keep an eye on them. Do not leave your wallet in plain view in an unfastened purse.
Do not carry large sums of cash or credit cards and identification that are not needed for that shopping trip.
Do not write personal identification numbers (PINS) on debit and credit cards. If you need a written reminder, do not keep the written PINS for those debit and credit cards t ogether in the same wallet.
Remember, if a purse containing house or car keys is stolen the risk of having your house broken into or your car stolen is made that much greater. |

New Ontario Government Committed to Working with First Nations in the Ring of Fire
The new Ontario government recognizes the importance of collaborating with First Nations to get the proposed developments in the Ring of Fire right from the beginning.
Premier Kathleen Wynne said today she wants to work with First Nations to take advantage of the immense opportunity of the Ring of Fire for future economic growth and job creation for generations to come. The government will work with First Nations to share the benefits of development.
This historic meeting between Matawa Chiefs, Premier Kathleen Wynne, Minister Michael Gravelle and Minister David Zimmer was productive and part of an ongoing constructive dialogue with First Nation communities.
The new Ontario government is committed to working together on a regional framework and with individual communities to deal with issues such as socio-economic supports, long-term environmental monitoring, training and employment opportunities and infrastructure development. |

New Ontario Government Committed to Sustainable Horse Racing Industry
The new Ontario government has reached tentative transition funding agreements with Western Fair, Clinton, Hanover and Grand River race tracks — the next step in ensuring race dates for the 2013 season.
Following recommendations from the Horse Racing Industry Transition Panel Report, the province intends to:
- In consultation with the Ontario Horse Racing Industry Association, integrate horse racing with the provincial gaming strategy to ensure future revenue streams for the industry.
- Complete agreements with interested race tracks in the coming weeks to provide transition funding for the next three years in order to ensure horse racing in the province.
The new Ontario government is committed to supporting a sustainable racing industry that is fair to industry partners and the people of the province. |

- Woodbine Entertainment Group, the province’s largest horse racing provider and operator of Woodbine and Mohawk race tracks, signed an agreement on Jan. 23, 2013.
- The Horse Racing Industry Transition Panel, made up of former cabinet ministers Elmer Buchanan, John Snobelen and John Wilkinson, released its final report on Oct. 23, 2012.
- Up to $30 million will be available for the Horse Improvement Program in 2013. The Horse Racing Industry Transition Panel, the Ontario Racing Commission and members of the province’s world class breeding industry are discussing the allocation of these funds.
- OLG has reached agreements-in-principle with all fourteen race tracks in the province that host slot facilities.

New Ontario Government Releases Second Annual Report on Lake Simcoe
Ontario is improving the health of Lake Simcoe through the Lake Simcoe Protection Plan and through more than 1,500 local environmental stewardship projects.
Released today, the Minister’s second annual report on Lake Simcoe shows that significant progress is being made to enhance the shoreline, lower phosphorus levels and encourage the return of native lake trout.
Reducing phosphorus levels in the lake is a critical component to restoring the health of the lake – too much phosphorus leads to excessive plant growth and decreased oxygen, negatively impacting the cold-water fish community.
Protecting Lake Simcoe is part of the new Ontario government’s plan to protect and restore the Great Lakes, its watersheds and tributaries, helping create strong local economies and a healthy environment. |

- Lake Simcoe, the largest inland lake in southern Ontario outside of the Great Lakes, is an important source of revenue for the local economy. Agriculture in the Lake Simcoe watershed generates over $300 million annually.
- Lake Simcoe is the ice-fishing capital of Canada. Anglers enjoy more than one million hours on the ice each winter.
- The Lake Simcoe Community Stewardship Program engaged more than 380 landowners and 60 groups and organizations, partnerships which has had significant impact on the overall health of the lake, including the naturalization or repair of 1,435 metres of shoreline and planting over 17,500 trees or shrubs.
- The 2009 Lake Simcoe Protection Plan is the most comprehensive watershed-based legislated plan in Canada, designed to cut phosphorus pollution and improve water quality and fish habitat.

New Ontario Government Focused on Economic Growth and Job Creation
Employment in Ontario rose by 35,300 jobs, including an increase in youth employment of almost 21,000. In February, Ontario created nearly 70 per cent of all new jobs in Canada.
Job creation and economic growth are top priorities for the new Ontario government. Since the recessionary low of June 2009, full-time employment in Ontario has increased by 380,600 net jobs. And the province continues to outpace the United Kingdom, the United States, and the Great Lakes States in job creation.
The new Ontario government is committed to balancing the budget by 2017-18 in a way that is both fiscally responsible and fair, while creating jobs for the people of this province.

The New Ontario Government Helping Drive Cutting-Edge Research in the GTA
The new Ontario government is helping 17 Toronto research teams make discoveries that will improve the lives of people around the world while strengthening Ontario’s economy.
Ontario is helping the Centre for Addiction and Mental Health, The Hospital for Sick Children, Ryerson University, Sunnybrook Hospital, University Health Network, University of Toronto and York University invest in new facilities that will support ground-breaking research. Supported projects will research and explore a variety of areas and topics including:
- New ways to find and treat cancer cells
- The use of nanomaterials to harvest and store renewable energy
- Better ways to prevent and treat inflammatory diseases, and
- How to get critical new technologies to patients faster.
The new Ontario government is working to build a stronger province by supporting cutting-edge research and development that helps create good jobs, a vibrant economy and a fair society. |

- In Toronto, Ontario is supporting the work of more than 1,800 researchers at seven institutions.
- Since 2003, the Ontario Research Fund–Research Infrastructure program has supported 1,430 projects and helped train more than 20,000 highly qualified people in Ontario.

- Since October 2003, Ontario employment has increased by 589,800 net jobs, two-thirds of which were full-time.
