David Zimmer, Minister of Aboriginal Affairs, issued the following statement today on the passing of Elijah Harper:”I am saddened to learn of the passing of Elijah Harper.
Elijah Harper dedicated his life to public service and advancing First Nations issues — first as band Chief for Red Sucker Lake First Nation, then as a Member of the Manitoba Legislative Assembly and Manitoba’s Minister of Northern Affairs and Minister responsible for Native Affairs, and later as a prominent Member of Parliament.
Mr. Harper’s actions during the Meech Lake Accord united First Nations and raised awareness of Aboriginal issues among all Canadians.
Throughout his life, he was a strong voice for the advancement of Aboriginal Peoples and sought to improve relationships between Aboriginal and non-Aboriginal Peoples to foster reconciliation, healing and understanding, which is something we should all strive for.
On behalf of all Ontarians, let me express my sympathies to the family and friends of Elijah Harper.” |

Canada Cares and We Care Home Health Services to grant one caregiver $10,000 to fulfill a special wish Toronto, Ontario – March 28, 2013 – Do you know a caregiver who deserves recognition? In a unique initiative, Canadians are being asked to nominate a family, friend or professional caregiver for a “best in Canada” caregiver award and explain what they would do with a $10,000 prize. Called the Canada Cares Caregiver Awards, the new initiative is being launched in celebration of National Caregiver Day, which takes place on April 5. It’s all part of an innovative program, called Canada Cares (www.canadacares.org), that supports and salutes caregivers of all kinds across the country. The awards, which will be presented at both a regional and national level, will recognize two exceptional caregivers – one family or friend and one health care professional – in Western, Atlantic and Northern Canada, as well as four exceptional caregivers in Central Canada. Two National winners will be chosen from selected regional candidates. Caregiver Award winners will be selected by a national committee of caregivers and health professional organizations, according to such criteria as caregiver strength, commitment to care, community involvement and compassion. One deserving nominee will also be selected to win the Canada Cares One Wish Award, worth $10,000, sponsored by We Care Home Health Services. The Canada Cares One Wish Award will be evaluated on the strength of the caregiver’s commitment to care, the creativity of the response regarding how the $10,000 would be used, and the level of need. “The number of caregivers in Canada is rapidly increasing, with current estimates pegged at over five million,” said Caroline Tapp-McDougall, Chair of Canada Cares. “It’s time to support and recognize caregivers from coast to coast for their tireless, selfless efforts to help improve the lives of others.” Nominations, which can be submitted online, by mail or by video, will be accepted until September 30, with winners announced in November. When film critic Roger Ebert died April 4, he was lauded for many things – his versatility, longevity, savvy, wit. But one virtue in particular stood out. As Chicago photographer Art Shay put it, “Even with movies he panned, he invariably found something worth going to see in them.”
Take his review of a film that regularly made his “worst films” lists: Adam Sandler’s The Waterboy. Ebert called Sandler’s character “insufferable,” described the plot as an “exhausted wheeze of a sports movie formula,” and gave the film one star.
Nevertheless, he praised the performance of actress Kathy Bates, writing that she “makes her character work as a comic creation, and knows the line between parody and wretched excess.” And he resisted the urge to hurl insults at Sandler. Instead, he wrote, “I suggest he (Sandler) is making a tactical error when he creates a character whose manner and voice has the effect of fingernails on a blackboard, and then expects us to hang in there for a whole movie.”
What Ebert demonstrated in that review and countless others is what the critic Judith Crist called mutual regard, and she included it as one of her four essential elements of any good work of criticism. (The other three are passion, frankness, and specificity.)
Mutual regard, she said, is showing respect for the creator of any work you’re evaluating, as well as respect for your readers.
When Crist talked of mutual regard, you never suspected the notoriously acerbic critic was trying to tell other would-be reviewers, “You kids play nice.” Rather, she cautioned writers to balance their obligation to be honest, even blunt, about a work’s quality with their obligation to acknowledge the effort, and struggle, invested in it by fellow artists.
In her famous review panning the 1963 Elizabeth Taylor-Richard Burton film Cleopatra, Crist identified a litany of its failures: The script: “a mélange of clichés and pompous banalities.” The sets: “Cardboard and paint.” Liz Taylor: “Fishwife.”
But even though the movie was a four-hour epic that she called an “extravagant exercise in tedium,” she still found much to praise: the “lilting speech of Richard Burton;” the “fine performances” in minor roles by Roddy McDowell and Rex Harrison; the costumes that were “nothing short of sensational.”
And she conceded some moviegoers would enjoy the film. “Certainly,” she wrote, “if you want to devote the best part of four hours to looking at Elizabeth Taylor in all her draped and undraped physical splendor, surrounded by elaborate and exotic costumes and sets, all in the loveliest of colors, this is your movie.”
Though we don’t always identify it as such, mutual regard is something Gotham teachers train our students to use. When Gotham students are workshopping something, they must open their comments by identifying one thing that works in the piece they are reviewing. We don’t require this solely to put writers at ease in our classrooms, nor because writers often struggle to identify what works in their own writing, though both of those are true. We require it because mutual regard is essential to editing one’s own work, to reading the work of others, and to becoming a successful writer.
Mutual regard shows that you recognize the inherent merit in creating a work of art. It gives readers a sense of where your standards lie, as it allows them to compare your evaluations of what works against your evaluations of what does not. And it lends you authority, by demonstrating that you have put thought into your evaluations, and weighed things fairly.
We live in an age of ever-more criticism – a cursory search for reviews of Baz Luhrmann’s adaptation of The Great Gatsby, for example, yielded 40,900 results, and that doesn’t count the opinions we’ll hear on Facebook or Twitter or out to dinner with friends. Writers who manage to rise above the noise, as Crist and Ebert did, understand that mutual regard is key, because ultimately it cultivates between writer and reader something crucial – trust.

The Care and Treatment of Sacred Things, Part I

It’s usually the first question on the first day of my New York City Memoir workshops: “Can you talk… about drawing from your life experience to write, and discovering that which is sacred and off-limits material?”
Only this time, it came not from a novice student, but through my iPod headphones from a veteran writer and host of the radio show, Writers on Writing (KUCI-FM, Irvine, California). And as Marrie Stone put the question to Molly Gloss, her novelist guest, she fused “sacred” and “off-limits” into a single term, winding the ideas together like the twin strands of DNA.
I expect this concern in my level 1 workshops, from writers eager to tell their stories but unwilling to sacrifice something precious in the process. Hearing it posed by a professional like Stone, though, I knew: Not only fledgling writers believe that when something is sacred to you, writing about it could be sacrilege. (Continue reading.)

THE QUESTION: What’s your favorite guilty pleasure movie?
Our favorite answer was from Sara Johnston: “Independence Day. Will Smith, Jeff Goldblum, Bill Pullman: what’s not to love?” (Yes! And don’t forget Harry Connick, Jr.—kick the tires and light the fires.)

(We’re sure the actor who played Long Duk Dong would be proud.)
THE QUESTION: Name an author, dead or alive, who you’d like to sit next to on an airplane.

Ontario Government Fosters Regional Economic Growth to Create Jobs
Premier Kathleen Wynne visited Anchor Concrete in Kingston today, where she highlighted the government’s commitment to supporting small businesses, allowing them to create more jobs and support regional economic growth.
The new 2013 Budget includes an increase to the Employer Health Tax (EHT) exemption, which would bring relief to small businesses and make it easier for them to hire new employees.
If the Budget bill is passed and proclaimed, the exemption would be increased from $400,000 to $450,000 beginning Jan. 1, 2014. This would have a positive impact for more than 60,000 employers across Ontario, including 12,000 that would no longer pay EHT.
The government is also supporting regional economic growth through initiatives such as the Eastern Ontario Development Fund (EODF) and the Southwestern Ontario Development Fund (SWODF), which support local companies, promote regional economic development and enhance Ontario’s overall economic competitiveness.
Through the 2013 Budget, the government wants to create jobs and support regional economies, while helping people with their everyday lives. |

- If the proposed Employer Health Tax exemption is implemented, 88 per cent of Ontario private sector employers would not pay EHT nor incur the compliance costs of filing an EHT return.
- Since it launched in 2008, the EODF has helped to create and protect more than 14,000 jobs in eastern Ontario. The EODF was made permanent in October, 2012.
- Following the success of the EODF, the government launched the Southwestern Ontario Development Fund in October, 2012. It has helped to create and protect 2,200 jobs.

Today, Deb Matthews, Minister of Health and Long-Term Care, made the following statement regarding the release of a new study on mammography screening technology: A new peer-reviewed study by Cancer Care Ontario senior scientist Dr. Anna Chiarelli, published today in the journal Radiology, shows that direct radiography (DR) mammograms and screen-film mammograms are better at detecting breast cancer than computed radiography (CR) mammograms. CR mammography is used for approximately 20 per cent of mammograms in Ontario.
Ontario is committed to being a world leader in cancer care, which is why our government is making changes based on this new information and the advice of our experts. With the support of health care providers, Ontario will phase out CR devices across Ontario over the coming months.
To support this transition, our government is making a $25 million investment to replace all CR devices with new DR devices to ensure women continue to get the most effective screening for breast cancer using the best technology available. Cancer Care Ontario has issued a request for proposals to procure new DR devices and clinics will also be able to choose to purchase replacements on their own. We will work with health care providers to ensure the best possible care for women over the transition period, and co-ordinate the replacement of CR devices to ensure that care needs are met.
I want women to know that regular mammograms remain the best way to detect breast cancer, and that the chance of having an undiagnosed cancer using CR technology is extremely low. Women with questions about how the changes affect them are encouraged to contact the site where they were last screened, their primary health care provider, or Cancer Care Ontario.” |

Ontario Government Moving Forward with Mental Health and Addictions Strategy
Ontario is strengthening mental health services for postsecondary students across the province as part of its Mental Health and Addictions Strategy.
Ten projects from across Ontario are moving forward in round one of the Mental Health Innovation Fund, including a province-wide, 24-hour-a-day, 365 days a year helpline to provide support for college and university students with mental health concerns. Kids Help Phone is working with postsecondary institutions on the service, which is expected to be in place within the next year.
The new Ontario government is committed to providing the right care, at the right time, in the right place to help young people live healthy, successful lives. |

- The ministry will begin accepting proposals from colleges and universities for the second round of the fund later this year.
- Ontario is investing $27 million over three years to provide improved mental health services for postsecondary students.

Ontario is proud to recognize top amateur athletes and coaches, whose outstanding performances in both national and international arenas have inspired people across the province.
The 2012 Ontario Sport Awards celebrate the contributions of athletes, coaches, officials, volunteers and corporate sponsors who support amateur sport in Ontario.

Supporting Ontario’s Agri-Food Sector, From Farm to Fork
The new Ontario government is re-introducing legislation today that, if passed, would help make more local food available in markets, schools, cafeterias, grocery stores and restaurants throughout the province.
If passed, the Local Food Act would:
- Increase local food awareness, access and sales by setting local food goals and targets in consultation with stakeholders
- Enable government to work with public sector organizations toward these goals and share information on their progress and results
- Proclaim a “Celebrate Ontario Local Food Week” that would begin the Monday before Thanksgiving
- Require the government to produce a local food report on its activities to support local food
The proposed legislation is part of a broader local food strategy that encourages the growth and development of markets for foods grown and made in Ontario, and provides funding for innovative and collaborative local food projects.
Promoting local food is part of the new Ontario government’s plan to strengthen the agri-food industry, build stronger communities and create jobs that will grow the economy. |

New Ontario Government Plans to Tackle Youth Unemployment
The new Ontario government launched its comprehensive Youth Jobs Strategy, which would help more young people find jobs and make sure employers can hire the skilled workers they need to thrive in today’s economy. A highly skilled and adaptable workforce is critical to Ontario’s continued economic success.The strategy would focus on jobs, entrepreneurship and innovation for youth in Ontario:
- Ontario Youth Employment Fund – would create new job opportunities for youth across Ontario.
- Ontario Youth Entrepreneurship Fund – supports the next generation of entrepreneurs through mentorship, startup capital and outreach.
- Ontario Youth Innovation Fund – supports youth to lead and manage industrial research, development and commercialization. It would also support young entrepreneurs at universities and colleges.
- Business-Labour Connectivity and Training Fund to bring together business, labour, educators and youth to better prepare young people to develop the skills they need to succeed.
The entire strategy would be supported by a total investment of $295 million over two years, and would create 30,000 new job opportunities.
The Youth Jobs Strategy is part of the government’s plan to help Ontario’s young people succeed and build a prosperous and fair Ontario. |

- The $195 million Ontario Youth Employment Fund would be available as early as September 2013.
- The province will work with youth, young professionals and community partners, including the Premier’s Council on Youth Opportunities.
- Ontario has created almost 400,000 jobs since June 2009, recovering all the jobs lost during the recession.
- Ontario’s youth face persistently high unemployment. The employment rate of youth (the proportion of the population aged 15 to 24 with jobs) has also remained below its pre-recession levels.
- The 2013 Budget will be presented to the Ontario Legislative Assembly on Thursday.

New Ontario Government Ensuring Access to Safe, Regulated Health Care
Ontario is ensuring high standards of care for kinesiology services by establishing the new College of Kinesiologists of Ontario to oversee and regulate the profession.
Starting April 1, 2013, individuals who deliver kinesiology services will be required to register and be accountable to the college. Regulation of the profession ensures that kinesiologists adhere to a common set of professional standards, a code of ethics, and participate in ongoing professional development. The new College of Kinesiologists of Ontario is mandated to protect the public by holding its members accountable and by investigating any complaints.
Kinesiologists use exercise, ergonomic services and lifestyle management coaching to help people with sport, work and the activities of daily living by improving movement, supporting rehabilitation following an injury and managing chronic disease.

New Ontario Government Regulating Health Care Options
Ontario is making traditional Chinese medicine and acupuncture services safer by ensuring that only regulated and qualified practitioners deliver these services.
Starting April 1, 2013, traditional Chinese medicine and acupuncture practitioners need to be registered with and accountable to the College of Traditional Chinese Medicine Practitioners and Acupuncturists of Ontario. The college will oversee and regulate the profession to ensure patients receive safe, high quality health care services.
Traditional Chinese medicine originated several thousand years ago and includes the use of herbal therapy, acupuncture, tuina massage, and therapeutic exercise.
Ensuring access to safe quality health care for the people of Ontario is part of the province’s Action Plan for Health Care.

- There are approximately 2,000 traditional Chinese medicine practitioners and acupuncturists in Ontario.
- Ontario is the second province (after British Columbia) to regulate traditional Chinese medicine.
- Legislation to regulate traditional Chinese medicine received Royal Assent on Dec. 20, 2006.
- Several other regulated health professions are permitted to perform acupuncture, including chiropody, chiropractic, dentistry, massage therapy, nursing, occupation therapy, physiotherapy and naturopathy.

Today Charles Sousa, Minister of Finance, released the following statement on the 2013 Federal Budget:
“Today we were looking for action on four key areas of importance to the people of Ontario – the closing of corporate tax loopholes, combating the underground economy, skills and training and infrastructure.
We are happy to see the federal government has taken action on each of these areas of priority to the people of Ontario.
However, we have some concerns about the way in which some of this action is proposed to be taken.
There are elements in this budget – particularly in the area of skills and training – that appear to remove much of the flexibility we need to adapt federal funding to meet the specific needs of the Ontario economy and labour market.
Because of changes in the structure of our economy, cooperation and a strong partnership between our governments are more important now than ever.
Integrity of the Tax System
We are pleased to see federal action being taken in this budget to close corporate tax loopholes, and address the underground economy.
While these actions are important to ensuring everyone is paying their fair share so both orders of government can fund vital public services, more opportunities to collaborate exist, and we need to continue to work together to continue to enhance the integrity and fairness of our tax system.
Labour Market
We also called on the federal government to renew funding for labour market transfers that are going to expire.
We are concerned that the conditions on a large portion of the renewed funding to deliver the new Canada Job Grant could force the Province to divert existing resources that serve under-represented groups, to this new federally-designed program.
After all, we have always said we need maximum flexibility to respond to the specific labour market needs of the Ontario economy.
Ontario already invests significant resources, supported by existing federal funding, to achieve results for both employers and those looking to upgrade their skills and find work.
Employment Ontario has helped more than 290,000 Ontarians access training and find work in 2012. Employment Ontario also connected more than 90,000 employers with the qualified employees they needed.
Today’s budget suggests that the federal government thinks it is better placed to design programs that meet the needs of Ontario’s workers. We believe Ontario has the best understanding of the labour market requirements in this province, and how best to meet them.
Infrastructure and Affordable Housing
Ontario is pleased that the federal government is committing to continued investments in infrastructure through its new Building Canada Plan.
Today’s Budget shows that the federal government is prepared to provide the financial investment needed to fulfill this role through a long-term funding commitment.
The Province expects the federal government to allow provinces to use these investments to support provincial priorities- like public transit, roads and bridges, highways and wastewater – and do so in a way that is smart and strategic, and provide value-for-money to citizens.
We are also pleased that the federal budget has made a commitment to continue investing in affordable housing. While we will continue to look for a longer-term commitment from the federal government to affordable housing, this is an important step forward.
Moving Forward
We look forward to working with the federal government in the coming months to ensure flexibility in these programs.
Overall, the federal government has today made some progress in moving Ontario forward.
However, the federal government needs to provide greater flexibility to provinces that are in the best position to determine provincial needs.
The people of Ontario expect all orders of government to work together to create good jobs, build strong, healthy communities and protect vital public services.” |
